Abstract	E. A. (Everett Augustus) Lyons was first elected as Harris County commissioner in 1942, when road conditions were a major issue in the county because 85% of the roads were unpaved. Throughout the war, the county could not get parts and materials due to rationing. By using local resources and creativity, road improvement projects began and resulted in new hard surfaces for the majority of the roads throughout the county. Mr. Lyons discusses the history of the Harris County hospital district, flood control issues, and his strong opposition of the merger of city and county functions. Lyons believed that the county government did not need modernization and vigorously opposed the "county unit system" and the metro-type government. In his view, county government was the most important government to the public. Lyons was born in Houston, Texas, on April 12, 1910, and earned his nickname "Squatty" while playing football at Reagan High School in the mid 1920s. Lyons married Fern Alice Young in 1933. Lyons retired in 1990, and died in 1994.
