Abstract	Jack Heard earned many historic firsts during his career. He served both as Houston Police Chief and Harris County Chief. He advocated and promoted college education and updated professional training for all officers. His many firsts,included introduction of light-weight cotton uniform shirts which were comfortable in the high humidity weather in summer in Houston; to open the Police Academy to police women; to require helmets for motorcycle police officers; to abolish the shoulder straps (for officer safety), and signed the order for walkie-talkies. Jack graduated from Sam Houston High School, and after a brief break during the War, he earned both the Bachelors and Masters Degree in Public Administration. He married Faye Mitchell in 1944 and was with her for 61 years. A devout Roman Catholic, he was truly a Star in the Houston Police Department.
