Abstract |
As city manager of West University Place in the 1940s, Mr. Whitt Johnson dealt with various major issues including finance, zoning, and adequate facilities for city administration. He managed challenges to the city tax rates and tax valuations as population demographics changed and conflicted with the limits of the set boundaries on the city's tax revenues. Mr. Johnson discusses his experience with bond issues, public works improvements, homestead exemptions, and the ordinary city services provided to the municipality. Mr. Johnson presents the need for effective political strength to influence the local governments and protect the interests of West University, and further discusses the amendments needed to update the city charter. |
