By the President of the Republic of Texas. To all to whom these presents shall come, Greeting. Be it known that I, Sam Houston, President of the Republic of Texas, reposing especial trust and confidence in the integrity, prudence and ability of our worthy fellow citizen George W. Terrell, Charge d Affaires of this Republic to the Court of Her Majesty the Queen of Spain, have granted, and by these presents, do grant unto him, the said George W. Terrell, full and all manner of powers to confer and treat in behalf of this Government, with any person or persons, similarly empowered, on the part of Her Majesty the Queen of Spain, of and concerning Amity, Commerce, Navigation, [end of page1] Commercial privilege and National guarantees between the two nations, and to conclude and sign a treaty or treaties, in the premises. In testimony whereof, I have hereunto set my hand, and caused the Great Seal of the Republic to be affixed.
